Paint is not a good thing to get near any locks. When dry it becomes brittle and if flakes and clippings are allowed to get into the locks the they could hinder the operation or jam it completely.
Tell your painter/decorator to use masking tape and not to paint over the faces of the deadlocks. Or, indeed, to not paint any parts of any locks or fittings.
